Well it's going to take a turnout of volunteers who can commute to the beaches and then back home (something no one - or almost no one - could do during the Valdez incident). Waiting (or demanding) that the government or BP fix it is futile. No entity has the capability of fixing it... it's gonna take a lot of people.
