system in NZ is probably the best way to combat the problem but my
experience with human nature has caused me to be cynical about all things so
I suspect that you'll have enough people who don't bother that the problem
won't go away.

As far as such a program here goes, putting even a dilute solution of bleach
into the hands of some power boaters is a safety hazard unto itself. :P

I guess buying a $5 sticker is better than nothing. But if people are
driving right past the few inspection posts that exist I can't see how
they'll stop anything.
