It was the Northwest Paddling Festival. I think it is a reaction to the Port Townsend festival in September which is no longer being held. http://northwestpaddlingfestival.com/ For a year or two it was held over on Lake Washington. Not sure how long it has been at Lake Sammamish. I think I saw a flyer for it in an REI email. They had lots of vendors and races. Free if you had a Discovery pass, with a nominal fee for paddling the test boats. But I agree - it was not well advertised.They do have a Facebook page - which might be the best way of keeping track of next years festival.
