Does anyone know of a high-performance sit-on-top touring sea kayak? Maybe
not even 'high-performance', but something kinda sleek with a rudder.

The Tsunami Rangers have been producing a boat I believe is called the X-1
Rocket that would fit your needs. The info I have on them is pretty old, but
you can try and contact them at; Tsunami Products, 5452 Bear Mountain Rd,
Redding, Ca. 96003, or phone them at; (916) 275-4313.

I have no personal experience with their boats, but Heritage Kayaks
(heritagekayaks.com) has some fiberglass sit-on-top yaks with pretty
clean lines. They claim to be fast. The 18-footer looks like it can
handle enough gear for touring.

Heritage, formerly hop-on-top, makes 'glass sit on tops with hatches.
The 18' model has a beam of about 20 inches. The optional thigh straps
are great. I've only demoed the boats and I had a great time demoing
them, they would stay on edge quite nicely. The rep/builder that I talked
to had a carbon fiber one that weighed something like 35 pounds.
During the demo day I found I prefered the 18' heritage to a Necky
Looksha IV, but that preference may be bogus because they didn't have
a sprayskirt for the Necky.

For sleek sit on tops there are always surf skis ;-)
Futura, Venture Sport, Tsunami, Twogood are some of the US manufacturers for
surf skis.

There is a company here in Rhode Island called 'hop-on-top' and I think they
even changed their name to Heritage. They make a glass boat and I was
fortunate to run into one of their employees out on the water. We were both
solo paddling and got together and he convinced me to swap boats. I believe
his was custom for him and on the order of 20 feet. In any event, I expected
the boat to be uncomfortable and piggish. It turned out to be comfortable,
extremely fast, surfed well, good secondary stability due to a strange wing at
the side. It would have made a good race boat. I have a sit in and
personally didn't want an on-top but if I get more involved in long races I
will give a more serious look to the Heritage boat.
