Seattle Fabrics sells heat-sealable coated nylon fabric that can be made into custom dry bags. They also sell poypropylene webbing and buckles for the tops. I've used their materials to make custom bags for sleeping bags, stoves, tents, boat ends, and the spaces alongside a skeg box. If you decide to roll your own, let me know, and I'll send you an illustrated article on how to do it.
