He would not go down. But |hopefully most bears are less obstreperous than that. People react to force whether it is getting whacked with a baton, pepper spray or getting shot in very different ways. This is especially true if the person has mental problems and/or is on drugs. If the spray was in the face covering the wino's eyes, nose and mouth his body is going to react. His eyes should close and he should have some problems with getting enough air to keep on fighting. BUT, that does not mean the person won't keep on causing problems and can still be dangerous.
