There are definitely East Coast teams around.  I'm on one that is based in 
Beverly Massachusetts.  You might try joining the outrigger canoe mailing
list  email to  majordomo_at_europa.com  with the following text in the body
of the message:

  subscribe outrigger

That should get you onto the mailing list.  I'm new enough to the sport to 
only know a few of the regional teams.

It's definitely cool to be plowing along in the big boats.  This past weekend
one of our boats flipped, a move called a hoo-ee (probably misspelled.  The
two club boats were neck and neck, collided and poof then there was one.  
It's a brisk time of year, in New England, to be swimming with a 43' 400 
pound canoe.
