Thanks for your (misplaced) faith in my all-emcompassing knowledge. I 
checked with our shipping folks - we almost never ship boats to the states, 
and when we do, they are new, not used, so we can't help, I'm afraid. Best 
bet would be to go straight to the horse's mouth and phone US customs. I'd 
suggest making a note of who you talked to, and what tarriff number or 
bulliten they referred to, in case the agent you encounter when you're 
actually bringing the kayak across has a different interpretation of where 
it falls in the bureacratic scheme of things.
