Hi Jim,

I use a Voyaguer brand deck bag which has a full-on dryzip (as used on 
drysuits) rather than flaps or rolls; this makes the Voyaguer submersibly 
waterproof rather than merely dunk- or splashproof. I find this a valuable 
feature; having secure storage that is accessible without popping the skirt. 
I am also starting to use a seasock occassionly and this blocks access to 
any storgage beside or behind the seat, so on-deck storage is good.
I haven't tried putting a chart bag on top of it (it mounts far enough ahead 
on my deck that my chart case sits in front of it, slightly over lapping my 
skirt), but it has D rings at all four corners, so you could try it; of 
course you'd have to unclip the chart case from two nearest D rings to 
access the top-mounted dryzip.

Minor disclaimer: the outdoor company I work for sells these units (but so 
do many other retailers). I get no direct benifit from their sales (I.E. no 
commission).

I use what is termed a cockpit bag, meant to fit inside a folding kayak
by attaching to any convenient long frame piece next to you.  Mine was
made by Long Haul Products, a sideline for the fellow who repairs
folding kayaks in Colorado.  I am not certain he is still making them.

The bag is fully waterproof with a metal drysuit zipper, very heavy
duty. The bag is made of hypalon rubber and fully sealed.  It has
grommets and straps in each corner that allow a variety of ways to tie
to the deck or inside a cockpit of a folding kayak.

I use mine extensively inside single foldables, withe option of putting
it on the deck.  In the K-Light, which doesn't have as much room
alongside you as do other foldables, I place the bag in front of me.  I
attach one corner strap to the deck bar ahead of me much like a shower
curtain ring on a shower rod.  I can run it underdeck when not in use
but if I need to get something I pull it into my lap and access to my
heart's content.  When entering or exiting the K-light, I pull the bag
out while still having it connected to the deck bar and just flop the
bang temporarily under deck bungee.

I like this particular bag because it is really waterproof and can range
from inside cockpit use to deployment as a deck bag.

I use an Ortlieb camerabag(www.ortlieb.de), works fine. The bag 
with camera sometimes floats in the water in the bottom of the boat!
