How do you do it? I've tried and tried to get the spots off
my River Shorty to no avail.

The info with my knife (Sea Quest EZ-Lock) says to use
steel wool.  I haven't tried it yet, I'll see if it works.
I suspect that the surface rust will come off, but there
will be a corrosion mark underneath (dull spot).

I never completely removed the spots of my River Shorty
either, after paddling in Nova Scotia a couple of years ago.

To clean rust on my various kayaking knives I have used steel wool or
those combo sponge and green abrasive pads used in kitchens.  Also, I
have spreaded liberally with WD 40 which tends to help lift rust and get
into crevices.  I leave the knives wet with WD 40 for a bit then dry
them with a papel towel or rag to get the stuff off.  A light film of WD
40 invariably lays on the surface and minimizes rust buildup the next
few times out.

The chemist pipes up:  rust is autocatalytic:  meaning it helps itself form, so
once you get a spot, it will never disappear entirely.

I think you are stuck with it, though Ralph's WD-40 treatment will minimize the
growth, as will making sure its long-term storage is dry, dry, dry.  Hot soapy
water first, with a really hot rinse and immediate drying before the WD-40 (or
equivalent; some like Tri-Flo better) will help keep off the salt and other
crud that accelerates rust formation.
