If you don't want to tether it, but don't want it to slip around, how about putting a big strip of Velcro (marine or industrial) on the deck under a bungie and on the back of the VHF (or GPS or whatever). The bungie will keep it pressed onto the Velcro and the Velcro will keep it from slipping around. You'll still be able to lift it up unencumbered and won't have to deal with the anti-tether ridicule. Just don't drop it when you lift it!
