I thought the windsurfer capital is on the inland side of Cape Hatteras National Seashore. Windsurfers go there regularly and it is noted for its high winds. It is afterall where Kitty Hawk is located and where the Wright Bros. went to experiment with that thing they called an aeroplane or something like that. It was also that the water temperatures there offered comfortable windsurfing year-round.
