I've seen a few Romany's outfitted with foam against the bulkhead rather
than footpegs but I don't know about "all" imported kayaks coming without
the pegs installed.  All of the Seaward kayaks my friend has received at 
his shop have had the footpegs installed, rudder cables hooked up (where
applicable) and are ready to paddle right out of the shrink wrap.
