I am now using a mouth-blown horn that I found in a run-of-the-mill fishing tackle shop for $10US.  I was told it was designed by an acoustics genius from a former Eastern Bloc nation (Czechoslovakia?).   Using a mylar membrane, it vibrates a volume of air equivalent to a MUCH larger horn-- they say 110 decibels.  Haven't had to use it in a good old-fashioned Great Lakes fog yet, but it is a vast improvement over any whistle--  I can get the attention of my fellow paddlers hundreds of yards away.  I also carry it when sailing.

A word of caution:  if you have both hands free, use one to cover the ear closest to the business end.  It's that loud.

It is an amazingly loud little horn. I bought one last year, and have
sworn off those compressed air canister horns for it. It'll work when it's
below 20 degrees F, it'll never rust and explode on me, and since I tend
to be long-winded, it'll never run out of fuel........

I really like mine.
