A piece of light line or cord tied tightly around the shaft inboard of the paddle blades with the ends left as tassels tends to wick off most of the drips. She can get fancy with colors and second or third cords and extra tassels if she wants --- definitely a solution, and probably low tech enough. A purist might go for animal sinew as the cord, but 'most anything will work.
