I use the sprayskirt that came with my Feathercraft.  It is heavy-duty nylon
and seam-sealed.  It was designed to fit a precise coaming shape, so there is
no sagging or extra fabric.  I haven't had any problems with pooling,
breaking (wind) waves, or leaking.  It hasn't been in serious surf, however
I've been in some gnarly stuff.  Deck awash, I've seen no leaking.

I think if you go for a nylon skirt, you need one that has an exact cut to
match your boat's coming.  Otherwise, any extra fabric will contribute to
sagging.  Also, you should shorten your suspenders so that the skirt creates
a rise in the middle.  You may need a shorter PFD.

I'm surprised no one has created a nylon skirt with a semi-rigid plastic
frame.  Maybe something with small battens throughout.

I wouldn't want a pocket on a skirt, since a PFD would be covering it. 
Typically, more sewing means more leaks.
