I don't see anything that will expire. The banner appears to be international orange polyethylene. It is contained in a black tube until used. The banner is held open to width and given additional floatation by small diameter plastic tubing. The dye in the plastic is probably not light stable, but until the banner is used and exposed to sunlight for a long period, that is not an issue.
