Can you let us know where you found a clear plastic, waterproof GPS bag
    with a cord?

I myself have used my Garmin 12XL and more recently my eTrex Vista in a
Voyageur bag. It has a plastic hook that clips to one of the D-rings on my
  Klepper's spraydeck.

The nice thing about the Voyageur bag is that it is flexible enough for
you to manipulate the controls, very important!
Also it's on the front deck where the unit can "see" the satellites and
maintain contact. I've had my unit shut down when it has lost the
signals after being put in a pocket.
