Well, Montana boaters (and any of you who might wish to visit & paddle
here), it looks like the nasty paddlecraft registration virus has
reared its ugly head in our state.

Just another piece of legislation to charge boaters $8.50 per kayak,
canoe, or raft.  Estimates show we have approximately 30,000
paddlecraft in Montana, which equates to only $255,000 in annual
revenues.  Methinks most of it will get eaten up by bureaucracy and
enforcement, leaving little to invest in access or conservation.  :(

Montana's proposed registration makes Minnesota's current law look quite 
reasonable. For one thing, in Minnesota the fee is prorated by length, so 
it is cheaper for most canoes and kayaks than it is for large powerboats (I 
think 19 feet is the point at which the fee goes up). And I think the 
current fee for canoes and kayaks in Minnesota is a little cheaper than 
that proposed for Montana -- about $15-$17 for three years, as I recall. I 
think the lower cutoff, below which no registration is required, is 12 
feet, which automatically exempts most WW kayaks.

Yet another reason to pass on through Montana when heading for Idaho's 
rivers.  If it passes, I hope reciprocity is included, seeing as in 
Canada the licensing of canoes and kayaks is free.

The current text of the draft bill doesn't specifically state anything
about out-of-state boaters.

However, it's basically being tied to motorboat registration.  All
motorboats must be registered...if your craft is registered in another
state, then I assume you'd have reciprocity.  If your craft is not
registered (or not required to be registered), then I imagine a big
ugly sticker will need to be purchased.

The only exemptions are for 7' or less inflatables and government-owned
craft.  That's it.

I think we all should let the State of Montana know that we will be passing
up spending our tourism dollars in Montana in favor of States that do not
rip us off for boat "licenses."  Maybe they'll get the message....

I was upset when Illinois first required kayak and canoe registration. 
But those few dollars we pay have given us the standing to demand canoe
launches and river access and watertrail access to Lake Michigan and a
lot of other things.  And our demands have yielded results.  I would
still prefer not be bothered, but it has proved to have its positive
result.

Interestingly (interesting, because I just noticed it myself)...Bob
Keenan lives in Bigfork, the same Montana town where AWA Conservation
