I've heard these referred to as mini-skirts.... I have two - the one from
Current Designs (I think) has a piece of wooden dowel inside the nylon to
provide a bulge/break for waves, while the other has a flat piece of some
sort of plastic slightly bent which creates a slight curve (increased
height) which is more effective deflecting waves from motor boats, etc.. 
I think the curved kind is from a Montreal company called Beluga. I bought
mine from Trailhead in Ottawa, although I don't see it listed in their
current offerings: www.trailhead.ca
