The Navarro river remains fairly deep for quite awhile inland from the 
coast. Once you get upstream a bit the greater obstacle is strainers. I'm 
not sure how far you can paddle upstream on the Noyo from the 
harbor.  There's a kayak shop at harbor that may be able to answer more 
questions (http://www.noyopacific.com) but since you're talking about the 
area where I was born (Ft. Bragg) I couldn't help following up.

There is certainly lots of off shore paddling with quite a few sea caves 
and rock gardens to explore if conditions permit.
