Yup, that is taking frugality to an extreme. If the coating is delaminating that badly, the neoprene is probably ready to tear, also ... and that could be a disaster. I've had two or three of my Snapdragon skirts delam, and I tried various re-coat products, None of them worked. I gave them away to people I did not like [grin].
