Sorry to be the bearer of bad news, Evan. With Scots blood myself, I love it when people try to be frugal. But I've worked for a major outdoor retailer for 15 years. Years back we used to stock "recoat" products for tent floors and flys. We stopping carrying them as we realized we were creating customer frustration rather than satisfaction. Any consumer applied coating quickly develops terminal dandruff. The basic problem is that the factory coatings are applied with dozens of tiny nozzles, using coating thinned with ugly solvents that couldn't be included in a consumer product, and smoothed out by special blades as the fabric is rolled beneath them. You couldn't reproduce the consistency and durability of the original coating at home anymore than you could restore a car's factory paint job with a tin of paint and a brush. 

I had been going to suggest replacing the tunnel with new coated fabric, but it would propably cost a large fraction of what a new skirt would, and another poster has made the point that the neoprene deck's getting on in years too. Best to buy a new skirt for the water, and retire the old one to ceremonial purposes only - dances at kayak festivals, and so on.
