Here in Oregon the legislature is making the usual amount of scintillating progress. The debate rages concerning whether fisherman and boaters have the right to use local rivers and streams, or whether landowners can claim domain and shut things down. One suggestion coming from within the august legislature is to require every watercraft to have a permit displayed. [What this has to do with the legal issues involved is unclear to me.] Said permit would of course cost a fee, collected by the state, and would pertain to fishing boats, canoes, kayaks, and rafts. It was not made clear if permits would be required for inner tubes or swimming. [Further note: our leaders have not yet caught on to the impending crisis of what to do with old stove fuel.] Bradford R.
