Brad's comments are not too far off the mark on the access crisis, although my Senator's staff seems to think this bill has no legs ... or is a dog which will not hunt ... or something like that. In any event, the licensing requirement does not apply to watercraft less than 12 feet long ... so unless you have a reeeeaaaallllly large inner tube ...
