I've just received a letter from Mr. Russell Galipeau, Jr., the Superintendent
of the Channel Islands National Park. Mr. Galipeau wrote to thank me for my
letter regarding kayaking and kayak camping within the Park and to let me know
about their planning. Rather than submit his letter in its entirety, I will
report a condensed version.

The park is currently in the process of developing an updated General
Management Plan (GMP) with the purpose of defining resource management and
visitor use. The GMP is especially important for Santa Cruz and Santa Rosa
Islands since the last GMP was completed prior to National Park Service
ownership of these two islands. Visitor use of the 1985 GMP for these two
islands was not adequately addressed.

After the GMP has set the vision, a more detailed level of planning will
follow which will develop a backcountry management plan. The backcountry
management plan will address beach and kayaker camping. The letters we write
will be kept on file and used during this process. "As with the GMP, the
backcountry management plan will involve public participation."

I want to thank everyone who wrote letters to the NPS in support of the
Channel Islands National Park Water Trail. It sounds like our requests will
be considered.

I would also like to encourage those of you who are interested in a CINP Water
Trail, but have not yet sent a letter to please do so. The more letters
received, the better our chances of getting the water trail. Our interests
will be weighed with the interests of the backpacking community. Until our
letter writing campaign was started, the NPS had not received any letters to
document our interests in a water trail

In case you are new to this discussion, we have been sending letters
requesting the NPS to establish a water trail with primitive camp sites near
the water for kayak campers to use at Santa Cruz and Santa Rosa Islands in the
Channel Islands National Park. We have been sending our letters to:

    Mr. Russell E. Galipeau, Jr.

Superintendent of the Channel Islands National Park

    1901 Spinnaker Drive

    Ventura, CA 93001

All the best,

Patrick Martin

Moorpark, CA
