My M88 manual details the procedure on page 16.  Basically, you have to go 
to the dealer to get the settings and LMR frequency programming details, so 
that they can ascertain that you have the correct license.  All this is for 
use in the US.  Could be the requirements for use of those frequencies in 
Canada are different.
