She would have benefitted from a little more education before going out and there are a lot of people in her situation. Some good information in the NY Times could save lives. Two years ago our club conducted a small cold water training class. It helped immensely. After participating in the class I modified how I dress in cold Southern waters. Yesterday I did a little surfing off Tybee Island near Savannah, GA USA in 53 degree water and somewhat high winds. I was very comfortable the whole time and chatted with a friend in the parking lot for 25 minutes afterwards in my wet paddling gear. Two things I learned were that I seem to have dialed in my paddling garb for local conditions and that I am out of shape at the moment to go surfing. My chronological position in the cosmos isn't helping either.
